RTA’s Hessa Street Expansion to Benefit 650,000 Residents | Investor Guide

In a major development for Dubai’s transport infrastructure, the Dubai Roads and Transport Authority (RTA) has officially awarded the contract for Phase II of the Hessa Street Development project. His Excellency Mattar Al Tayer, Director General and Chairman of the Board of Executive Directors of the RTA, confirmed that the roads covered under Phase II currently accommodate approximately half a million trips per day. “The upgrade works increase road capacity by 100%… while reducing journey time from 24 minutes to five minutes,” he stated, adding that the project aligns with the emirate’s urban development and population growth strategies.

Infrastructure Details and Phase I Update

Phase II involves upgrading three major intersections into multi-level interchanges. Key features include a two-lane ramp from Hessa Street to Al Khail Road towards Abu Dhabi, a flyover from Al Khail Road to Hessa Street heading towards MBZ Road, and a new tunnel serving traffic from JVC towards Sheikh Mohammed bin Zayed Road. Furthermore, a 10.4 km cycling and e-scooter track will be constructed, linking Dubai Hills and Dubai Motor City to promote sustainable transport.

In the interim, Phase I of the project is on track for completion in April 2026. This initial phase has already expanded Hessa Street from two to four lanes in each direction and opened a key bridge in December 2024, which cut travel time between Hessa Street and Al Khail Road from 15 minutes to just three.
