A cornerstone of this strategy is the Dubai Master Plan for Public Beaches, approved by Sheikh Mohammed bin Rashid Al Maktoum, which aims to expand the emirate’s public beaches by 400% — from 21 km to 105 km — by 2040. The AED 400 million project also includes AI-driven safety systems and seasonal event spaces, aligning with Dubai’s sustainable tourism goals.
To cater to diverse demographics, night swimming zones will cover 9% of beaches, expanding to 12% by 2025. Jumeirah Beach’s renovation adds shaded areas, upgraded walkways, and wheelchair-friendly access, while luxury resorts like Sirene Beach by Gaia aim to redefine luxury beach clubs in Dubai. These efforts dovetail with the Dubai Economic Agenda D33, targeting a doubling of the economy by 2033 through tourism-driven growth.
Dubai’s focus on smart beach technologies — such as crowd management tools and drowning rescue systems — ensures safety without compromising the visitor experience.
